‘Get Digitally Transformed’
Good governance will lead to substantive progress in developments and improvements in the State. The essence is that for building the capacity of the public sector, the efficiency of the departments and administration is to be improved. It is the responsibility of the Government to ensure that all its activities, decision‐making processes and structures conform to its applicable norms and standards. It promotes Government to Employee (G2E) interaction that builds a better relationship between Government and its employees.
To strengthen the Capacity Building at the state level, Government of Kerala has taken initiative to boost the capability of employees in public sector to perform the specific assigned task effectively and efficiently. Regular Capacity Building programmes will be arranged by reinforcing the Training institutions in the State and by digitizing the entire process.
Implementation Strategy
- Effective training management through ICT
- Development of competency frameworks, training guidelines, contents, case studies etc for differ rent groups of stakeholder
- One year PG Diploma in e-Governance course for department officials
- Specialized Training for e-Governance Programme or “STeP” (2 to 5 days) targeted at senior and middle management
- Setting up of Virtual IT Cadres (10 days programme) in all major departments for improving the in-house IT competency
- Identifying employees with higher IT aptitude and providing them intense training on the relevance of e-Governance and basic IT/soft skills
- Sharing strategic and tactical mechanisms for encouraging the implementation of Government goals and missions as well as human resource management, budgeting and citizen-centric services
