KSITM is the autonomous nodal IT implementation agency for Department of Electronics and Information Technology, Government of Kerala which provides technical and managerial support to implement various initiatives of the Department. Government of Kerala has recognizes the critical importance of ICT as the key vehicle for the states’s overall equitable development and re iterates its commitment to the sector. Accordingly the state government has announced the Information Technology Policy 2017, to make use of the digital technology for the over all development of the state and to ensure quick and efficient delivery of all essential services. Government of Kerala, in consonance with this, in its latest IT policy envisioned establishing knowledge powered Digital Kerala to enable Digital lifestyle for all the citizens through application of digital technologies in the areas of Digitization within the governing principles of ubiquity, inclusion, freedom. The policy also lays out establishment of a citizen centric digital government to persistently improve service delivery standards and service quality through adoption of latest digital technologies.
KEY HIGHLIGHTS:
- Fourth Year Annual Celebration of Government is celebrating across state by all government departments by setting up the stalls and showcasing the achievements.
- Elets Techno Media Digi Governance Knowledge Sharing Summit 20205 is scheduled on 20th June 2025. KSITM is the hosting partner for the event under E&IT Department.CO Ordinating with elets Technomedia for the successful conduct of the event.
- Safetech Campaign : Cyber Security Awareness Campaign through social media in collaboration with CERT-K project to bring up an awareness and knowledge on common Cyber threats and thus alert the citizen to be aware of it,with the help of periodic updates through social media platforms with the help of creative contents, short videos, awareness tutorials etc on a continuous mode.
- Kerala State IT Mission (KSITM), in association with IN-SPACE, organized the 8th edition of the Space Applications Adoption Workshop (SAAW) from 25-26 April, 2025. The workshop will focus on demonstrating the potential of space technology to address key challenges in governance, productivity, sustainability, and efficiency within different government departments and agencies of Kerala.
- Election Department's Unified Call Center Inaugurated: Chief Electoral Officer Ratan U. Kelkar inaugurated the unified toll-free number 1950 of the State Election Department at the Kerala State IT Mission.
- In an initiative that would vastly improve the communication infrastructure for development of e-governance and IT enabled services, Kerala State IT Mission (KSITM) has developed a single window clearance system - SUGAMA - for applicants to deal with the issues of road cutting and utility shifting across the length and breadth of state in a time-bound and hassle-free manner.
- KSITM at Oxygen WAR room at Government Secretariat with technical Suppprt 24/7: Covid 19 Jagratha portal,a unique initiative of kozhikkode district administration and NIC during covid pandemic regime, integrates the Oxygen module management in order to ensure smooth supply and demand of oxygen at hospitals on war foot basis,co ordinating hospitals and its nodal officers,suppliers, manufacturers,distributors,plants etc.
- KSITM has initiated live webcasting of polling booths for the General elections to Kerala Legislative Assembly 2021.50% of the total polling booths,(20441 booths) were suggested by ECE for live webcasting were successfully completed through Akshaya with the support of Keltron and BSNL by effectively co ordinating KSITM,CEC,Akshaya state office and DPMs at districts.

Web Casting ID Card- LAC Election 2021:This application will provide ID cards for Webcasting operators and Control room officials in polling booths for LAC Election 2021. The user can fill the details and apply for the pass using the portal. After the verification by District administration, the approval/ rejection status will be updated via SMS. The user can download the ID card from the link in the SMS.
- Mapathon Keralam is being coordinated by the Kerala State IT Mission, with the concept of Let Us Make Our Map. Through the Mapathon Keralam, the Government of Kerala aims to create extensive local maps of Kerala including physical infrastructure natural resources and other information that are useful for planning and other developments. The free online map, OpenStreetMap (OSM), is used for this mapping event as part of Kerala government policy to strengthen activities focused on free knowledge and Free and Open Source Software. The project is being led by the Kerala State Spatial Data Infrastructure (KSDI) under the Kerala State IT Mission and supported by other institutions.
- Kerala IT policy 2017 and sub policies were been launched and enacted through a consultative approach based on feedback and suggestions received from major stake holders and citizens of the state on the Draft IT Policy released.
- Kerala becomes the 1 st State to make Internet Access a Basic Right. Kerala Fibre Optic Network(K-FON) project was initiated by Govt. of Kerala for providing free internet connectivity to 20 lakhs economically backward households, thus by reducing Digital divide and achieving the goal of making internet as a basic right in the state as announced in the state budget 2017. The objective of this network was planned in line with the Bharat net guidelines issued by Department of Telecommunication, Govt. of India. KSITM has provided the technical support for the KFON implementation.
- As part of achieving the set objectives of the Kerala State IT Policy 2017, declaring Internet as a basic right, it was decided to establish 2000 Free Wi-Fi hotspots in public spaces across Kerala to provide free internet to the citizens.1700 hotspots were successfully launched with 300 MB data at 10 mbps. Second phase of KFi is under progress with special focus on fisherman community, around 260 locations across the state is under progress.
- M-Keralam, the unified mobile application to bring together all the services rendered by different Govt. Departments under one umbrella is launched with nearly 100 services from 12 departments. M-keralam v3.0.0 has been uploaded on 12-06-2018 with revamped features like quick user registration, double verification etc
- As part of Govt. commitment to citizens to provide hassle free and timely services an unified Customisable and self-service, State portal supported by State Service Delivery Gateway which will act as a one stop shop access point for citizens through wired internet is also ready for launch.60 plus services from 17 departments are on board now.
- Centralised Procurement & Rate Contract System (CPRCS) launched inorder to centralise the hardware procurements for government departments. KEGIP is an process automation software for e- procurement of IT Assets Desktop, Printers, laptop ,UPS etc in Government Departments and PSUs.The Main audience for this Portal are:Government users,IT Mission,Keltron and venors.Purchase of commonly used hardware items such as desktop laptop printers scanners etc through an online government portal.
- The E district Kerala, a lighthouse project in India, has touched the 4 Crore mark with respect to issuing various certificates to the citizens through Akshya Centres, creating a win-win situation for Government, citizens and rural entrepreneurs.
- Kerala’s Aadhaar Saturation rate crossed 101.1%. Over 3.44 Cr Aadhaar enrollments are through with the state. Aadhaar Integration is under progress with various departments.
- E-Government Procurement (E-GP), 53 Govt. Departments and 220 PSUs/ Autonomous Bodies/ Govt. agencies are utilising the common e-Procurement system. 1764 offices (under various Govt. Departments & Govt. Bodies) have been mapped into the e-Procurement system. The usage of the e-Procurement portal has grown steadily since inception and the growth rate was 144.13 % in FY 2015-16 (due to mandating tender above Rs. 5 lakhs) and 16.59 % in FY 2016-17.
- Friends Janaseva Kendras established at all the 14 district headquarters since 2002, during the FY 2016-17, 16.31 Lakh number of transactions happened and Rupees 183.48 Crores revenue for the Government was collected. The depilated physical infrastructure is getting revamped now.
- e-Office, Current progress of the project stands at full fledged implementation of e-Office at 42 departments at the Government Secretariat, all Collectorates and Sub Collectorates and other 30 plus oragnizations which includes directortaes,Commissionerates etc. E-office is updated with a new feature that is “Inter Instance File Transfer” which is a new feature that is helpful to transfer file With other departments.Now the implementation is under full swing in village offices.
- The revamped Kerala Spatial Data Infrastructure Portal was launched and the mapping of government offices across the state progressed through Vibhav Mobile Application,-Kerala become the first t State in the country to start Geo Tagging of Government Offices.
- The State Data Centres facilities were augmented with more compute and storage and outdated hardware was replaced with contemporary hardware to accommodate more e-governance applications. Cyber security enhancements were also done to contain the increased cyber-attacks. The entire active network components were upgraded, Power conditioning equipment’s and batteries replaced, an additional Generator Set was also procured, AMC renewal and ISO Compliance audit was carried out successfully. Both SDC were ISO 27000 certified with cloud facility.
- The Kerala State Wide Area Network (KSWAN) was extended and 73 grama panchayaths of Thiruvananthapuram district were integrated. The Power Conditioning equipment’s were enhanced. The backhaul connections of 152 block headquarters and 45 Mini civil stations were upgraded from copper to Optical Fibre Cable.
- Akshaya has more than 2680 Akshaya Centres spread over every nook and corner of the State, delivering multitude of Government to Citizens (G2C).More than 700+ Aadhaar enrolment centres working successfully state-wide and more than 1700+ Akshaya Centre acting as banking Kiosks for different banks.5.5 million citizens enrolled under UID through Akshaya Centers. In UID Enrolment Akshaya has the highest quality of 92.7% against the national average of 62%. Akshaya is also a premier agency in UID Enrolment having generated 75% of total UIDs in Kerala.
ICT enabled Flood relief Initiatives:
- Kerala has witnessed an unprecedented magnitude of flood in the history during the month of August 2018.We would like to highlight the ICT enabled platforms, which could support the rescue, relief, rehabilitation and rebuild phases of the disaster. Accordingly Kerala State IT Mission along with Government IT institutions, Private organizations and start-ups, initiated many different activities to support the government to overcome this chaotic situation & to safeguard the lives of citizens of the state.
- Geo Spatial Technology Solution by Kerala based start-up played pivotal role in Kerala Flood Disaster Emergency Rescue Operation, saved many Lives. Real-Time location intelligence played a very important part in providing the intelligence to Army, Navy, Airforce, NDRF and Coast Guard Forces in undertaking the rescue operations.
- Meeting of Volunteers of Keralarescue.in : During the floods, a large number of volunteers from across the world created and managed a portal keralarescue.in which acted as a digital nerve centre for rescue operations by providing real time information regarding floods, rescue and relief requirement. A meeting of volunteers was held by ITD last week wherein the volunteers agreed to provide continued support to strengthen the information infrastructure by developing innovative solutions which could be of use in disaster situations.
- A set of startups have designed and developed solutions under the guidance of IT Department for managing the post disaster management activities carried out by State Disaster Management Agency.
- Damage Assessment through Volunteers: An App based survey of assessing damages of houses and establishments is being conducted by IT Department along with LSGD. The survey is conducted through a host of volunteers and 2,54,228 houses has been assessed for the damages. An interactive dashboard rebuild.lsgd.kerala.gov.in provides online monitoring of these activities. The involvement of large number of volunteers and technology platform enabling the survey provided an efficient and transparent way of assessing the damages
- Conduct of Certificate Adalats : These are single point centres where multiple certificates which were lost during the Floods were issued to citizens. The Certficates issued include Aadhaar Card, Ration Card, SSLC Book, Driving License & Permits, Caste Certificate, Chiak Card, land deeds etc. All these are also Aadhaar seeded and copied to Digilocker wherever appropriate. So far 29 Camps were conducted and a total of 6000 certificates issued to citizens.
DISTRICT LEVEL INITIATIVES AND ACHIEVEMENTS
In pursuance with the state IT policy 2017, the various districts have taken stupendous efforts to initiate and implement e governance projects to provide hassle free services to the citizens. Few such district initiatives are mentioned as follows.
PALAKKAD
- Special Aadhaar Camp Initiatives for Tribal community "100% aadhar attapadi Mission".Successfully completed the project in all tribal areas of Attapadi including the most mavoist affected areas in Palakkad.
- Kerala Public Wifi Project-KFI has been successfully implemented in all districts in the first phase with special preference to coastal community and the second phase is under progress.
- E-Office Implementation successfully completed in most of the sections of districts Collectorate, Sub Collectorates, RDOs. Taluk level implementation is under progress.
- KFON: Palakkad is the Pilot district selected to implement Kerala Fiber Optics Network Project in Collectorate and project progressing successfully.
- Special aadhar camps were operated successfully across the state for bedridden patients in almost all local bodies in continuation with camps conducted orphanages, old age homes, mentally retarded patients etc.
IDUKKI:
- IDUKKI being the first first District to implement VC facility at all revenue Offices and now the same is going to implement at Health Department also.and Idukki becomes the first district to implement e Office at taluk level.
- PAMS :- Pattayam Application Management System, an application developed in the Idukki district for smooth functioning of distributing Pattayas.
- Vibav Survey:- First District to complete the mapping survey. All the government institutions in the district are successfully surveyed with the help of Akshaya for mapping under KSDI.
- OFC@Edamalakudy:- Idamalakkudy is the remote tribal village under Idukki district and NOFN was successfully implemented at Idamalakkudi long time back and now DPR for laying Optical Fibre cable is for consideration with panchayat for approval and allocation of fund.
- Akshaya Jyothi:- Successfully completed the project, main motive was to give e literacy to women of age above 40 with the help of Panchayath funded from Western Ghatt Development Project. In Idukki.
KASARAGOD:
- Kasragod Connect is a new mobile app launched by District administration which helps officers to mark attendance, update there meeting schedules, next available time & date and public can rate(5*) and give feedback on officers performance. Public can directly address issue to District Collector
- First District in the country to implement Online Attendance monitoring mobile App, Website for Disability database, website for District Sports council, District Administaraion Radio has developed by DeGS, Kasaragod
- Paduppu Akshaya Center, Kasaragod bagged Best Akshaya Center of the State Award by Govt of Kerala for last two years(2016,2017)
- Successfully Completed mapping of around 3000 Government offices using vibhav mobile app software through Akshaya entrepreneurs
KANNUR:
- The TriD Campaign was launched by the District Administration with the support of DeGS. The campaign focus on linking aadhaar with mobile number and bank account which will give a base for the e-Governance activities in the district.
- Map My Home - Kannur is a programme to bring all Public Service Infrastructure (PSI) in the district onto the Google Maps platform. It aims at enriching the scope of activities that can
- be done on the smartphone. This is an initiative by District Administration & District e- Governance Society (DeGS) Kannur. Once mapped, the data is available to both the public and Govt depts who can deploy it for future use.
- As the part of special initiatives of the District Akshaya Project special aadhaar camps where conducted for the person with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities, bed ridden, senior citizens, military personals for tribal community and children below 5 years. This has ensured that these people are getting their government assistance and other beneficiary services on time.
- Kerala public wifi project:KFi: 137 location Kerala Government Free Wifi has been implemented.
- Chief Minister’s JSP through District Collectors, CMO PG & CMDRF where successfully executed in the District through Akshaya Centres.
- We Are Kannur” Mobile Application is an initiative by District Administration & DeGS Kannur. It is the official mobile application of the District Administration Kannur.Provision to locate, call, rate, review offices online - Village Offices, Panchayat Offices, Police Stations, Akshaya Centres. Feedback reaches Collector directly are possible through this.
- Kerala Fiber Optics Network Project:As the result of the direct interaction and continuous with the various heads of the department Kannur has successfully completed the survey of Kerala Fiber Optics Network Project,successfully.
- e-Application is a new feature introduced by Government of Kerala for the citizens to submit any communication (request, complaints, petitions, application, etc.) to a Government Department. The Application will be redirected to the corresponding Secretariat, Collectorates/ Directorates.
WAYANAD:
- Bathery declared as Cashless Taluk in State during Demonitization period. Over 110 cashless camps by Akshaya Wayanad.
- Digital Village (Digi Gav) documentation. Survey started in Panamaram as part of first level implementation
- E office implementation completed in all sessions in collectorate and all the Rdo offices . E office implementation at all the Taluks are progressing .
- First District to convert all villages online. Online tax is successfully implemented in all villages and is ranked among the top performing
- Video conferencing facilities estsblished between DC and all block offices.. Taluks and Rdos are under progress
- Completed mapping of around 3000 Government offices using vibhav software through Akshaya entrepreneurs
PATHANAMTHITTA:
- eOffice implementation completed in collectrate in all sessions. E office implementation at RDOs and Taluks are going on
- KFi:Public wifi hotspots launched in 41 locations of Phase 1 and in 91 sites implementation is ongoing as a part of Phase 2 and renovation of FRIENDS completed in the district .
- Video conferencing facilities estsblished between DC and all taluks and RDOs
- Government offices mapping using vibhav software are done around 1800+ govt offices successfully.
TRICHUR:
- 91 public WiFi hotspots launched in phase 1 & 67 sites implementation going on as part of phase 2
- Extended KSWAN at Viyyur central jail and VC system made live at jail using NIC VIDYO software.
- This is for the implementation of telemedicine facilities in central jail and to avoid prison escort once ecourt software implementation is completed
- Video conferencing facilities established between district collector & 39 terminals and all 7 taluks and 2 RDOs
- Aadhar enrolment completed at Viyyur central jail and kunnamkulam subjail for prison inmates
- Mapping of government offices completed using vibhav software and nearly 2500 government institutions mapped using the software as part of the proposed KFON project
