3.5. Government Service Delivery

State is embarking on its journey to offer an “Omni-channel experience” of all its e-Governance services through web portal, mobile applications, Akshaya / CSCs and through Integrated Citizen call centres. The objective is to setup and operationalise an effective Single Window for services supported by the core infrastructure and systems. It shall be ensured that all government applications are compliant to Deity guidelines and thereby interoperable.

Expenditure by govt departments at local level should be tracked at the lowest level using "geo-tagging" to follow the spending at different levels.

There should be a cloud based data collection system for monitoring the monthly progress of different Govt departments so as to get the statistics in a "common format". The "statistics dept" should be modernised and trained to use modern tools.

Data Analysts with IT background should be employed for developig systems which streamline the whole process and automate the system.

College students shall be given "internships" at Govt departments so that they get a picture of the Govt system. A data bank to collect inputs and new ideas from these youngsters will be helpful.This canbe used to develop apps, websites for better service delivery.

The Driving license test should be automated, digitised and camera monitored to end corruption in RTO offices. The human intervenyion should be reduced.
All "vehicle fitness tests" should be camera recorded/photographed.

സർക്കാർ ഓഫീസുകളിൽ സമർപ്പിക്കുന്ന അപേക്ഷകൾക്കു രസീതി നൽകുന്ന സമ്പ്രദായം ഇല്ലെന്നു തന്നെ പറയാം .ഓൺലൈൻ വഴി നൽകുമ്പോൾ ഇതിനു ഒരു പരിഹാരം ആവും .നൽകിയ അപേക്ഷകളുടെ സ്ഥിതിയും അതിലെ കുറവുകളും പരിഹരിക്കുവാൻ അപേക്ഷകനോട് ഓൺലൈനിൽ തന്നെ അറിയിക്കേണ്ടതാണ് .പിന്നീട് വരുന്ന കാലതാമസത്തിനു ഉദ്യോഗസ്ഥനിൽ നിന്ന് വിശദീകരണം ആവശ്യപ്പെടുകയും ചെയ്യേണ്ടതാണ്

Ensure high speed, high performance and secured systems are used in offices. Ensure all government services under right to services act may be accessed through online. Provide 24X7 services for citizen needs, for this shift system may be introduced in the government sector. Ensure the security of services offered.

All service should be delivered through the SMS/email only and no paper works please. Every complaint register with the government should get the acknowledgement through the SMS. Quality of the service should be in the international level.
